Aylesbury Estate Residents Fight ‘Social Cleansing’
Residents of the Aylesbury Estate, unwillingly famous for its Channel 4 ident, are at the centre of a regeneration row with Southwark Council.
Like its now-demolished neighbour, the Heygate Estate, residents at the Aylesbury Estate are losing their homes in a deal between the local authority and Notting Hill Housing (NHH). Southwark calls it regeneration, the residents call it social cleansing.

Concrete Heart Land – 4th March 5.30pm
There will be a screening of Concrete Heart Land at the Documentary Research Forum, at London College of Communication, Elephant and Castle on Wednesday 4th March at 17.30, room MLG06. Admission is free, but if you would like to attend, RSVP to concreteheartland@gmail.com and your name will be added to a list at the LCC front desk.
Concrete Heart Land exposes the social cleansing of the Heygate Estate in Elephant and Castle, South London. It marks the moment that the estate was finally lost as social housing to make way for an unjust ‘regeneration’ scheme.
Assembled from 12 years of archive materials the film charts the struggles of the local community to keep their homes, stay living in the area, and maintain communal benefits in the face of the advance of this now notorious ‘urban redevelopment programme’. Throughout the film we hear the community engaging in some of the crucial battles with elected officials, planners, and barristers in municipal planning meetings, public enquiries, and interviews.
Weaving through these recordings is a performance staged in 2012 on the then still inhabited estate. An assembled group of past and present residents, community activists, and critics of the Heygate plans chant texts composed from phrases used in the Regeneration Masterplan. The performances parody the technical language of regeneration and the aspirational language of gentrification.
Over the course of 2012 and 2013 we filmed panoramic video images of the estate and interiors of some of the Heygate flats, all of which feature in the film.
Having evicted the last residents in November 2013, Southwark Council and the developer Lend Lease are currently working towards the wider gentrification of the area.

Old Bermondsey Village Neighbourhood Forum application and Draft New Southwark Plan
Informal Meeting
Wednesday 4 March 6.30pm Globe House
For those who didn’t make it, our last meeting on 18th February settled a revised constitution and a new Forum name: Old Bermondsey Village (Neighbourhood) Forum. This enabled us to close down the last of the Council’s technical objections to our application and we submitted the amendments last Friday. Finally we now have confirmation from Southwark Council that they no longer have any excuse not to determine our application (click here to see correspondence). Even so, they are still angling for an excuse. Mark Williams, Cabinet Member for Regeneration, Planning and Transport says he has ‘concerns’ over our constitution – but doesn’t say what. We will be keeping up the pressure.
Meanwhile we need to submit some representations on the new draft Southwark Plan by the deadline of 6th March. The documents can be read here. In particular we should be commenting on high-rise, housing, heritage and designated sites.
Please will our followers submit any comments for BVAG’s submission by 6th of March. Comments can also be sent directly to the council by completing the consultation questionnaire and sending it to planningpolicy@southwark.gov.uk. Also we will hold an informal meeting next Wednesday to discuss our group representations.
New Southwark Plan Consultation Reminder.
This is a reminder that the consultation on the New Southwark Plan Options Paper will close on Friday 6 March. This is an informal consultation to gain an early understanding of the views of local residents, community groups, businesses and other stakeholders into the main challenges and solutions for the future sustainable development of the borough.
The New Southwark Plan will provide the overarching development strategy for Southwark. It will set out a vision for the borough and for the individual neighbourhoods within the borough. It will set out how we will meet local needs for more high quality housing, employment opportunities and attractive, safe and sustainable environments. It will also set out planning policies that will be used to make decisions on planning applications.
You can find out more information about the New Southwark Plan on our web pages.
www.southwark.gov.uk/newsouthwarkplan
Please ensure you submit any comments by the 6 March deadline. The council will consult on a preferred option in the autumn of 2015.
We have recently launched an interactive map which allows stakeholders to comment on the potential proposal sites identified in the New Southwark Plan Options Paper. These are the sites identified in Figure 3. If you have any views on the type of development these sites could accommodate, or if you wish to nominate further potential proposal sites, please leave comments on the map.

The map also identifies all council estates, as shown in Figure 1 in the New Southwark Plan Options Paper. The council would like to hear any views about whether these sites could provide opportunities to achieve the council’s commitment to build 11,000 new council homes.
Please provide your comments on the interactive map by Monday 6 April.

Scoping Report, New Southwark Plan.
We are currently consulting on the Scoping Report for the Integrated Impact Assessment of Southwark’s emerging New Southwark Plan
An Integrated Impact Assessment is a method of estimating the possible implications, intended and unintended, of the emerging New Southwark Plan policies. It will examine how the emerging policy options may affect the communities in Southwark.
The aim of the Integrated Impact Assessment is to make recommendations to enhance potential positive outcomes and minimise negative impacts of a policy.
The Scoping Report contains:
· Baseline information regarding key environmental, social and economic matters relevant in the borough.
· A review of the relevant plans, strategies and legislation.
· A framework for undertaking the Integrated Impact Assessment, setting out sustainability, health and equality objectives, decision making criteria and indicators that will be used to measure the impacts of the New Southwark Plan policy options upon sustainable development, equalities and health.
The baseline information and the relevant information contained within the relevant plans, strategies and legislation, will be taken into account in the preparation of the next stage of the New Southwark Plan – the Preferred Options paper.
We are consulting on the Scoping Report for a period of 5 weeks, between 20 February and 27 March 2015. All comments must be received by 5pm on 27 March.
During the consultation period, we strongly encourage comments to be submitted, where you can suggest improvements or point out if there is any thing we have missed.
Comments can be returned by post or email to:
