Protect Council Estates From Demolition

Consultation on the Mayor’s Guide for Estate Regeneration is due to close on March 14 and a cross London campaign has begun to defend estates facing regeneration – Demolition Watch ; this is the website .
At the moment there is one major demand being put to the Mayor – that there must be a ballot of estate residents, to approve any regeneration proposals.
A ballot is an elementary protection of estate resident’s interests and the very least that should be required before any regeneration goes ahead. You can help secure estate ballots by doing two things;
1/by signing this petition;
2/by submitting a question to our GLA representative, Florence Eshalomi, to be put to the Mayor at his public question time. There is a model question below and it can be sent to Florence.Eshalomi@london.gov.uk, asking her to submit it for his question time.
There is little doubt that more and more estates are being lined up for regeneration and we must get effective protection of estate residents in place, so please help.

1) Resident Support
The Mayor has said regeneration should “only take place where there is resident support”. Official Guidance on Estate Regeneration (published December 2016) says that, where the proposals include demolition of tenants and leaseholders’ homes, a vote can be ‘appropriate’ to demonstrate the required ‘majority resident support’.
Does the Mayor agree that;
- There should be a ballot where it is proposed that residents homes be demolished and,
- GLA funding and planning approval support would not be made available for any schemes involving demolition without such a ballot?

Old Bermondsey Village Neighbourhood Forum application and Draft New Southwark Plan
Informal Meeting

For those who didn’t make it, our last meeting on 18th February settled a revised constitution and a new Forum name: Old Bermondsey Village (Neighbourhood) Forum. This enabled us to close down the last of the Council’s technical objections to our application and we submitted the amendments last Friday. Finally we now have confirmation from Southwark Council that they no longer have any excuse not to determine our application (click here to see correspondence). Even so, they are still angling for an excuse. Mark Williams, Cabinet Member for Regeneration, Planning and Transport says he has ‘concerns’ over our constitution – but doesn’t say what. We will be keeping up the pressure.
Meanwhile we need to submit some representations on the new draft Southwark Plan by the deadline of 6th March. The documents can be read here. In particular we should be commenting on high-rise, housing, heritage and designated sites.
Please will our followers submit any comments for BVAG’s submission by 6th of March. Comments can also be sent directly to the council by completing the consultation questionnaire and sending it to planningpolicy@southwark.gov.uk. Also we will hold an informal meeting next Wednesday to discuss our group representations.
New Southwark Plan Consultation Reminder.
This is a reminder that the consultation on the New Southwark Plan Options Paper will close on Friday 6 March. This is an informal consultation to gain an early understanding of the views of local residents, community groups, businesses and other stakeholders into the main challenges and solutions for the future sustainable development of the borough.
The New Southwark Plan will provide the overarching development strategy for Southwark. It will set out a vision for the borough and for the individual neighbourhoods within the borough. It will set out how we will meet local needs for more high quality housing, employment opportunities and attractive, safe and sustainable environments. It will also set out planning policies that will be used to make decisions on planning applications.

Please ensure you submit any comments by the 6 March deadline. The council will consult on a preferred option in the autumn of 2015.
We have recently launched an interactive map which allows stakeholders to comment on the potential proposal sites identified in the New Southwark Plan Options Paper. These are the sites identified in Figure 3. If you have any views on the type of development these sites could accommodate, or if you wish to nominate further potential proposal sites, please leave comments on the map.

The map also identifies all council estates, as shown in Figure 1 in the New Southwark Plan Options Paper. The council would like to hear any views about whether these sites could provide opportunities to achieve the council’s commitment to build 11,000 new council homes.

Scoping Report, New Southwark Plan.
We are currently consulting on the Scoping Report for the Integrated Impact Assessment of Southwark’s emerging New Southwark Plan
An Integrated Impact Assessment is a method of estimating the possible implications, intended and unintended, of the emerging New Southwark Plan policies. It will examine how the emerging policy options may affect the communities in Southwark.
The aim of the Integrated Impact Assessment is to make recommendations to enhance potential positive outcomes and minimise negative impacts of a policy.
The Scoping Report contains:
· Baseline information regarding key environmental, social and economic matters relevant in the borough.
· A review of the relevant plans, strategies and legislation.
· A framework for undertaking the Integrated Impact Assessment, setting out sustainability, health and equality objectives, decision making criteria and indicators that will be used to measure the impacts of the New Southwark Plan policy options upon sustainable development, equalities and health.
The baseline information and the relevant information contained within the relevant plans, strategies and legislation, will be taken into account in the preparation of the next stage of the New Southwark Plan – the Preferred Options paper.
We are consulting on the Scoping Report for a period of 5 weeks, between 20 February and 27 March 2015. All comments must be received by 5pm on 27 March.
During the consultation period, we strongly encourage comments to be submitted, where you can suggest improvements or point out if there is any thing we have missed.
