Southwark Council will begin refunding tenants it overcharged for water bills between 2001 and 2013 from July 11. A high court judge ruled in April that a long-standing deal whereby the council were collecting water bills from council tenants on behalf of Thames Water, had been illegal.
Mr Justice Newey said the council had contradicted the ‘2006 Water Resale Order’ by effectively “bought and re-sold water and sewage services” while making a profit. Southwark council is now making arrangements to pay this money back. If you were a tenant of Southwark Council between 1 April 2001 and 28 July 2013, and were charged for water and sewerage by the Council, you are entitled to a refund.
All current tenants who are affected will be receiving letters next week that set out what their refund will be, after deduction of any arrears. Cheques will begin to be issued in the following week.
Refunds in relation to tenancies which ended before 28 July 2013 are being handled separately and the council expects to start this process in late Summer.

Dear Members Working and Living in the Chaucer Ward,
Post Referendum Key Messages
We are aware that significant events at home or abroad can increase intolerance, hate or extremism
We have come together as part of the national #westandtogether campaign and have shown that all communities stand united against all hate and intolerance
Hate crime and extremism is usually perpetrated by a small minority people who try to divide communities but this has no effect where strong community cohesion exists
Dedicated Ward Officers are familiar and well known figures in local neighbourhoods – we provide reassurance and support and work hard to develop strong relationships with our local communities. Please contact us and we will be pleased to hear from you and provide any help that we can
Our community engagement plans will ensure we work closely with local communities to understand how they are feeling; focus our resources at times and in locations where our communities needs us the most and use all MPS resources to provide a visible policing presence across London
Hate crime is not acceptable and will not be tolerated. Please report all incidents hate crime, no matter how small, as soon as possible. We have 900 specialist detectives whose role it is to catch offenders and bring them to justice. Please report all hate crime to 999 in an emergency, to 101 in a non-emergency or directly to an officer or at a police station
If you have any concerns, no matter how small, then please contact your local neighbourhood teams. If you have information to offer please telephone 101 or Crimestoppers on 0800 555111
Since the UK EU Referendum there has been no reported increase in Hate Crime or incidents in London. We do however remain highly aware that certain events can spur intolerance, hate or extremism. We would appeal to anyone who witnesses or suffers any hate of any type to immediately report it to us so that we can quickly take action and catch those who are responsible.
Regards,
PC Sarah Bull
